RICHMOND, VA (WWBT) –

Richmond Police Officer Ryan Bailey, a 9-year veteran on the force, was shot in the arm during a confrontation with a suspect earlier this week. That suspect died in the incident.

Now one of his colleagues is sharing with us how Officer Bailey is doing. Tony Paciello says his friend and colleague is very humble, very quiet and very professional.

“Actually, I’ve known him his whole career. He was my first trainee as a field training officer,” said Officer Paciello.

Paciello says Officer Bailey isn’t just a dedicated officer, he’s also dedicated to the community.

“He takes time to talk to kids and interact with citizens. He comes in early on weekends, and there’s programs at the ROC church and he goes and talks to kids over there,” Paciello explained.

That’s why Paciello says he wants to help Officer Bailey and his family. He’s a husband and father of three, who is on administrative leave while the shooting is under investigation.

There is no date set for the fundraiser, but it could happen as soon as next week.

Today, Richmond 2015 released its transportation plan regarding the upcoming 2015 UCI Road World Championships, Sept. 19-27, including road closures, race course crossings and fan zones. VCU Parking and Transportation officials will use this information to finalize a specific parking and transportation plan for VCU and VCU Medical Center. Community “Get Race Ready” meetings
Richmond 2015 is hosting several “Get Race Ready” meetings throughout the Richmond area. These meetings provide details about the race schedules, road closures, spectator parking and fan zones. Recycling Carts to be delivered on August 10th

The rest of Randolph is schedule to receive their large recycling cart on August 10th. This carts will be dropped of in front of your house. They need to be moved to the alley to be picked up along side your trash cans. If you have elderly neighbors or vacant homes, please help move the recycling carts to the alleyway.

These carts being provided to residents as part of grant for a first-of-its-kind private/public recycling agreement with The Recycling Partnership, (formerly Curbside Value Partnership or CVP). Richmond is one of only four cities in the southeast to receive grant money. In addition to increasing the amount residents can recycle, the program will enable the City to provide alley collection in neighborhoods where trash is picked up in alleys. FACT SHEET

RECYCLING PERKS

Because each cart is equipped with a radio frequency identification device (RFID) tag tracking mechanism, residents will be able to sign up for Recycling Perks. Those who utilize their recycling carts can receive up to $25 month of coupons and discounts at participating merchants. The program has three major advantages:

(1) promotes local merchants

(2) helps divert waste from landfills, and

(3) allows you to save money through discounts at participating merchants.

FAQ’s

Q: Will residents see an increase in fees to augment the cost of this program?
A: No. There will be an increase in the overall subscription fee; but there will be no fee hike for residents, as there will be savings in other areas, such as tonnages and items diverted from the waste stream.

Q: How will residents be notified when their area is being included?
A: They will receive a postcard in the mail and the 95 gal. cart (green with blue lid) will be delivered near the curb. There also will be news releases, print ads, etc. to alert the public about the program/service, as well as information prepared for HOAs, district meetings, etc.

Q: Will the trash collection and recycling still be picked up on the same day?
A: Yes. The collection day is not changing for either service.

Q: Will there be changes for residents whose trash is collected curbside?
A: No. Your recycling will still be collected at the curb.

Q: There already are large recycling carts available. Can I get one now?
A: Yes. There are solid green carts available through CVWMA. However, ahead of the new program beginning, there are some stipulations for ordering them. Please click here to learn more before making a purchase.

Q: What happens if I need more than one cart?
A: Contact CVWMA at (804)340-0900 to get an extra cart. The cost per additional cart is $65.00. Delivery is within 2-3 weeks.

Q: What if I don’t have room for the additional 95 gallon cart?
A: Households with two or more supercans may relinquish a can in order to accommodate the recycling cart. It also is possible for neighbors to share a cart.

Q: I’m just starting to recycle. How will I know what to put in the cart?
A: There will be a label on the lid detailing which recyclables to put in the can. And, just to help you out, here’s a list from CVWMA:

Q: Will residents still be able to get the small recycling bins?
A: No. They will no longer be available and they will no longer be emptied for 6,000 households participating in the initial phase-in. The same will apply for everyone when the program goes City-wide.

Q: If residents already have purchased a cart, can they get a refund since the City will be providing one to each household?
A: No. The City will not offer refunds. However, if a resident only needs one cart, they can turn in the one they purchased and just keep the newer one. If you are able to utilize both carts, you will be able to double your rewards perks.

Q: Will the City incur any additional costs once the program is in place?
A: No. Currently it costs approximately $1.4M to service 61,000 households. The new City-wide program will cost approximately $2.1M, or an anticipated increase of $734K. However, with savings estimated at $760K, the City will see a surplus of $26K annually over the next eight years.

Townhome project enters last leg of construction

Work is underway on the second half of what’s envisioned to be a gateway for Richmond’s Randolph community.

Foundations for the third and final phase of TriBeCa, a 23-unit townhome development just south of VCU whose name is an acronym for “Triangle Below Cary Street,” are being built along South Harrison Street, across from the project’s two completed phases.

Construction began at the start of this month and is expected to wrap up by mid-March, said Dave Johannas, the architect and one of two developers on the project.

Two rows of attached homes have been built on the east side of Harrison, just south of the triangle that inspired TriBeCa’s name – a vacant piece of land bordered by Harrison and Grayland and Idlewood avenues.

The first phase along Harrison was completed seven years ago, while a second cluster of homes on the Dobson Street side of the block wrapped up earlier this summer. The third phase will add a row of nine detached homes along the west side of Harrison, between Idlewood and Wallace Street.

Construction costs on the final section are projected at about $1.5 million, Johannas said. The second and third phases together ran about $2.2 million. Financing is being provided by First Capital Bank. KBS is the builder and general contractor.

Johannas partnered on TriBeCa with Tom Rosman, a broker with One South Realty Group. The duo, operating through Pyramid Richmond Properties, zeroed in on the property about a decade ago with the idea of creating a gateway for Randolph, a community on the south side of the Downtown Expressway between Maymont and Hollywood Cemetery.

Two of the nine new homes will be limited to buyers whose incomes are 80 percent or less of the median area income. While low-income housing projects often involve some form of tax credit, TriBeCa is not part of a tax credit program. Johannas has said the company would direct qualified buyers to available grants for down payments.

Other units in TriBeCa have ranged in the upper $200,000s for three- and four-bedroom floor plans that vary from between 1,500 and 1,700 square feet.

Johannas said nearly all of the units in TriBeCa’s second phase sold within days of the project’s completion. The last remaining unit in the phase closed more recently, bringing TriBeCa’s completed inventory to full occupancy.

“I think we’ve got a good mix of people out there, so we’re pretty happy that way,” Johannas said Friday. “And we’re happy with the response to pricing … Hopefully we’ll get the same reaction in the next phase.”
