The Randolph Parking Permit Program is now being implemented. The Randolph Neighborhood Association approved the program after a majority of households in the district supported the program. The program was approved by the Department of Public Works and the ordinance was adopted by City Council. Parking permits signs will be posted on July 29, 2019 and July 30, 2019. the permit season starts on August 1, 2019 and ends on July 31, 2019 of each year. The city will not ticket the first two weeks of the program. During the third week of the program, the city will issue warning tickets to vehicles without permits (subject to change).
Regulation: Without a permit, from 7:00 am -9:00 pm, Monday thru Friday, only one-hour and two hour parking is permitted on the streets below:
You may purchase your permits at the satellite sale at Randolph Community Center, 1415 Grayland Avenue, on Tuesday, July 30, 2019 from 5:30 pm to 7:30 pm. ONLY CHECKS OR MONEY ORDERS ARE ACCEPTED AT THE SATELLITE SALE. NO CASH OR CREDIT CARDS!
For homeowners Residential Parking decals can be purchased for $25 per registered vehicle (up to 3 registered vehicles per household) and $35 for visitor pass (1 per household). Renters/tenants can only purchase decals at $25 per registered vehicle (up to 3 registered vehicles per household). Renters/tenants are not eligible to purchase visitor passes.
Completed application and the following supporting documents are needed:
- Drivers license
- Homeowners are required to show proof of ownership: real estate tax bill, deed, or settlement statement.
- Renters/tenants must have a copy of the their signed lease and the permit application must be signed by the property owner or landlord.
- DMV vehicle registrations for all vehicles.
- You are required to be living and garaged at the address for which you are seeking a decal. Students using an address other than one in the city of Richmond must provide a copy of their full-time (12 credits or more) student schedule.
Applications and payments are also accepted at City Hall , Parking Division (room 102), 900 E. Broad Street, Richmond, VA 23219 Monday through Friday from 8:00 am – 5:00 pm. A 2.5% convenience fee is asses to and paid by the customer as required in agreements with credit card companies. The city has been experiencing lengthy turn around times and numerous returned permit packages to City Hall, so it is highly recommend that you come to city hall or the satellite sale to obtain your permits instead of mailing in your application.
